Project Overview

The British Council’s ‘English in Education’ initiative covers a wide range of programmes in the public primary, secondary and tertiary sector globally; these programmes focus on language teaching and learning, assessment and testing, CPD and teacher training, and EMI (English as a medium of instruction) among other areas. TCE carried out two consecutive deep dive impact and evaluability studies for a wide range of English in Education programmes implemented in the previous five years. The first study involved seven countries; the second study involved four countries.

Approaches & Outputs

TCE’s M&E leads developed a series of Research Questions designed to measure impact across several English in Education programme domains, and carried out extensive research into the public education systems in each country, the findings of the programmes themselves, and other educational initiatives. This desk research fed into an impact evaluation that included fieldwork – the collection of qualitative data from key stakeholders and programme beneficiaries by teams of local consultants in each country, recruited, trained and supported by TCE’s M& team. Outputs included eleven individual country reports, two global evaluation reports and two PowerPoint presentations of findings delivered to key stakeholders, with recommendations on how to improve the evaluation of British Council programmes in the future. An additional ‘M&E Guidelines’ document, outlining considerations for undertaking effective programme M&E, were developed for British Council English in Education project teams.

Impact On

A wide range of British Council English in Education local programmes, and thousands of programme beneficiaries including Ministry stakeholders, trainers and teachers, and English language learners at all stages in the public sector, in eleven countries.

Challenges

Working with British Council teams in multiple countries required well-planned onboarding and ongoing communications to clarify the many programmes under review. A large and carefully structured TCE team, coordinated by the M&E Leads, enabled consultants to focus on one or two countries each, and to provide in-depth analyses and actionable recommendations.
